New Organizational Structure

At the 2016 Fall Governing
Board meeting in
San Diego, the CA-NV
Section, AWWA approved the
proposed plan to revise the
Section’s organizational structure.
Evaluation of a restructure
was thoroughly reviewed over
a period of a year by a core group
of volunteers to ensure that any changes
meet the current needs of our members’
interest in core industry sector fields as
well as emerging fields all while improving
The clock started ticking as the goal for full
implementation was the Spring Conference
2017. By the 2016 Winter Board meeting,
Tom Bloomer, the appointed ad-hoc committee
chair, had assembled a team of volunteers
to address newly developed or modified
committees at the Section. The team included
Jim Elliott, Rosemary Smud, Phil Holderness,
Bruce Macler, Sue Mosburg, Conrad Tona,
and Phil Brun. Our Trustees, Joy Eldredge,
Drew McIntyre, Dave Rexing, David Hokanson,
Rob Hills and Conrad Tona were ready
to engage Division Chairs and make sure that
new Divisions have the necessary leadership
positions filled. While a small group of volunteers
helped to move this forward, it was truly
a full group effort by our members.
Fully implementing the new structure presents
a good challenge before us, but the
Section is committed to making it a success.
Governing Board and Leadership
With the addition of two Councils - Membership
Engagement & Development Council
and the Philanthropy Council, the redistribution
of Committees in the Water Distribution
Division and the creation of the Engineering
Division, the Section made a sincere and
deliberate change to its
structure to fit the needs
of the water industry and
its community of professionals.
CA-NV AWWA is administered
by an all-volunteer
Governing Board, which is led
by the Section Chair and includes
the Chair-Elect, Vice-Chair, Past Chair,
Treasurer and Assistant Treasurer and two
AWWA Directors (collectively the Executive
Committee). The Executive Director also sits
on the Board as a non-voting member and
serves as the secretary.
Other members of the Governing Board
Five Program Directors – representing
Conferences, Education, Government Affairs,
Technical Programs and Certification.
Six Trustees elected at large.
Five Division Chairs – Utility Management,
Engineering, Operators, Water Quality and
The Chairs of three Councils – Manufacturers
and Associates Council (MAC) and
the newly formed Councils – Membership
Engagement & Development and Philanthropy.
Three Standing Committee Chairs also
report to the Governing Board – Audit,
Past Chairs and Personnel Selection.
