ROCKY MOUNTAIN WATER MAY 2017 | 31 OPERATIONS cess for how we will revisit, review, and update the Strategic Plan annually. Lessons learned Thinking back on what our BSD team accomplished in just a few months, I want to share some lessons learned for other utilities that might consider undertaking a similar process. • Work closely with the Board. Involve Board members in the process. Our Board not only approved the process and reviewed the final plan, members also participated in the working sessions with staff to help articulate the mission, vision, values, and helped craft the strategic goals and objectives. • Get staff involved. All levels of BSD staff—managers, supervisors, and front-line—participated in the process. Make time for as much staff involvement as possible to create a sense of ownership and buy-in. • Use the EUM framework and its tools. BSD took advantage of the EUM assessment tool to identify and confirm priority areas for improvement, and we followed the EUM guidance for the construction of the strategic plan, the development of performance measures, and the adoption of an overall continual improvement plan. All of the EUM framework materials are available at www.watereum.org. • Don’t do it by yourself. BSD hired an experienced consul-tant to guide us through the assessment and development process, and most important, we are relying on him again to help us get the work done. Our monthly meetings help keep everyone on track. Unless you have a staff member with time to do this, keeping the consultant through the implementation phase is crucial. Closing thoughts Overall, we are excited about what we have built and how we all worked together and pitched in to do it. But now it’s time to roll up our sleeves!
