
FROM THE EXECUTIVE DIRECTOR
SPRING HAS ARRIVED! According to Leo
Tolstoy, “Spring is the time of plans and
projects.” For many, annual spring rituals
rival holiday shopping, summer picnics and
the commitment to accomplish great things
that comes with New Year’s resolutions. For
CA-NV AWWA, Spring is the season we
refresh Section programs and advocate for
technically sound legislative and regulatory
policy.
Some program refreshes underway
include:
• Committee Hosted Training — The new
crop includes an AMI Technology seminar
by the Meter Committee, Cyber Security
and COVID-19 Vaccine Distribution
webinars by the Security & Emergency
Planning Committee and a Water Reuse
Proposed Framework webinar by the
Desalination & Recycled Water Committee
• 57 Basecamp Teams — Set up to
provide committees with a collaborative
workspace and a place to plant resource
documents, these camps are buzzing with
activity. Look for added features on the
Section’s website in late Spring when the
new HigherLogic Communities function
is activated.
• The Section’s 5-year Strategic Plan —
Setting the long-term vision, mission and
goals of the Section, the draft plan is in
the final stages of development thanks
to the hard work of the Ad Hoc Strategic
Planning Committee. The Strategic Plan
is the structural frame upon which staff
annual business plans and committee
annual work plans are established.
• Certification Program Enhancements —
The next generation Backflow Prevention
Assembly Tester and Cross Connection
Control Specialist certification exams are
moving forward with test specifications
nearly completed. Item writing
workshops are being scheduled through
early summer.
• Jazz on Tap — The San Diego Water For
People Committee is completely retooling

this annual summer fundraising bash into
a hybrid event June 13, 2021 that is sure to
overload the senses.
Advocating locally and nationally:
• AWWA Water Matters DC Fly-in —
Water Utility Council members met with
members of congress in the U.S. Senate
and the House of Representatives the last
week of April. Congressional asks for 2021
include support to boost funding for the
Drinking Water State Revolving Loan
Fund (SRF) and the Water Infrastructure
Finance and Innovation Act (WIFIA), as
well as assistance requests to support the
removal of lead service lines and treatment
of per- and polyfluoroalkyl substances
(PFAS).
• Cross Connection Control Handbook
(CCCPH) — As an engaged stakeholder,
CA-NV AWWA’s Backflow Tester/
Cross Connection Specialist Certification
Committee is compiling detailed
comments on the new CCCPH, which
will establish enforceable cross connection
control program standards for California’s
public water systems.
• Technical Committee Advocacy
— The Safe Drinking Water Act
Committee, Desalination & Recycled
Water Committee, Water Loss Control
Committee and PFAS Working Group are
actively participating in the development
of regulation within their subject areas,
which will shape the way water systems
operate in the future.
• Positions Taken — With both California
and Nevada state legislative sessions
underway, the Legislative Committee
of the Section’s Water Utility Council is
actively tracking more than a dozen bills
and is providing technical input to inform
the development of sound policy.
