are all effective in regulating the state’s
safe drinking water needs. This success
shouldn’t be compromised.
3. The State Water Resources Control Board
is not the best location for drinking water
regulatory authority. The State Board has
a substantially different mission and an
equally substantially different regulatory
emphasis from the Drinking Water Program.
Transferring a public health agency to a
water resource management agency will
not ensure the necessary enforcement of
the Safe Drinking Water Act.
Part of the Section’s mission is to keep
members current on regulations and
industry trends and to inform legislators
and other governmental agencies on
regulations and legislative matters. But
our effectiveness relies upon member
volunteers to step up and share their ideas,
insights and wisdom to help shape better
outcomes for the myriad of legislative and
regulatory matters before us. I feel confident
that the Section’s strong Government
Affairs Committee will continue to be
the foundation for responding to these
legislative and regulatory challenges in
a manner that serves and protects our
members’ interests. Regulatory compliance
is a key issue, and we must stay on top of
the legislative agenda if we are to achieve
our goal of influencing policies that balance
protecting public health with reasonable
long-term rate impacts.
It’s important to realize that ultimately
the Section’s legislative and regulatory
success will rely at least in part on how well
we leverage our positions and solutions
with other stakeholders. To this end, the
Section has been engaging in both state
and federal legislative processes on our
members’ behalf in coordination with other
organizations with similar interests. The
Association of California Water Agencies
(ACWA) is one partner and alliance the
Section will continue to collaborate with in
pursuit of reasonable policy.
