Mesa Water Reliability Facility
Antonio Perez Selected Central Basin
GM. The Central Basin Municipal Water
District Board of Directors has selected
Antonio Perez as General Manager. Perez
comes with 22-years experience with the
Metropolitan Water District of Southern
California where he served as the Design
Manager and Project Engineer for many of
MWD’s capital improvement projects, and
Technical Control Team Manager overseeing
MWD’s Value Engineering and QA/QC programs
for its multi-billion dollar Capital
Improvement Program.
Mesa Water Completes Reliability Facility
Upgrade. Mesa Water recently completed
an upgrade of its Colored Water Treatment
Facility, renamed the Mesa Water Reliability
Facility (MWRF), which expands its capacity
from 5.8 MGP to 8.6 MGP and increases water
production by 50 percent. The award-winning
facility pumps and treats amber-colored water
from the lowest depths of Orange County’s
Groundwater Basin. The expanded MWRF
also includes a 15,000-square-foot demonstration

Herberg New OCSD GM. The Orange
County Sanitation District Board of Directors
has named James D. Herberg General
Manager. Herberg has been with OCSD since
1995 and successfully managed its $2.7 billion
capital improvement program including
$554 million in secondary treatment upgrades,
completed in September 2012 on time and
on budget. Herberg also became the first
OCSD employee to pick up 100 percent of the
employee share of his pension costs although
he was not required to do so. He is a graduate
of the Senior Executives in State and Local
Government Program at Harvard University.
