Nicole Blute is a Senior Associate with Hazen and Sawyer in Los
Angeles. She specializes in water treatment and has over a decade
of experience in planning, design, and optimization for hexavalent
chromium removal. Her team, including Dr. Xueying Wu and Ms.
Jacqueline Rhoades, contributed to the Cr6 work and this issue’s
article on treatment technologies.
Kevin M. Morley, Ph.D.
Investing in Preparedness: Where to Begin to Maximize Returns
Kevin Morley is AWWA Security & Preparedness Program Manager
and works closely with a variety of organizations tasked with advancing
the security and preparedness of the nation’s critical infrastructure,
including DHS/FEMA, EPA, USACE, CDC and the Water Sector
Coordinating Council. Currently he is leading the development of an
action plan for managing cybersecurity in the water sector. He has
also consulted on environmental and regulatory issues for Fortune

Agreement Raymond Riordan is the Emergency Preparedness Program
Manager for the City of San Ramon Police Department. He serves as the
Chair of the California Water/Wastewater Agency Response Network
(CalWARN) and provides routine support to the U.S. Department
of Homeland Security and U.S. Environmental Protection Agency
and served for 11 years as the Emergency Preparedness and Security
Manager for East Bay Municipal Utility District.
The Rim Fire: SFPUC’s Coordinated Response to California’s
Historic Rim Fire Amy Sinclair is a Public Relations Officer for the
San Francisco Public Utilities Commission. She coordinates various
educational outreach campaigns ranging from emergency preparedness
to information about the SFPUC’s Hetch Hetchy water system and
helped develop, build and expand San Francisco government’s
presence on Twitter, Facebook and YouTube.

Jim Wollbrinck is the Security and Emergency Preparedness Specialist
(SEPS) for San Jose Water Company where he’s responsible for all
aspects of Emergency Management and is the lead for Security Policy
and Process. He holds a Grade 3 Water Treatment Operator Certification
and is a Senior Member of the American Society for Quality.
