David Kimbrough is Water Quality Manager for Pasadena Water &
Power. He has previously worked for the Castaic Lake Water Agen-cy
and California EPA, served on the advisory committee to the
USEPA, and has authored papers on environmental chemistry and
microbiology. Francois Rodigari is the Director of Water Quality
and Environmental Services at San Jose Water Company. He has worked at East
Bay Municipal Utilities District and Northern Testing Laboratories and has a Mas-ter
of Science degree in Environmental Quality Engineering from the University
of Alaska Fairbanks.
Mark Standriff and Karen P. Snyder
Fresno Implements Urgent Proposition 218 Campaign
Mark Standriff is a Director of Communications and Public Affairs
for the City of Fresno, responsible for developing public awareness
campaigns for City of Fresno programs and services. He spent
30 years in television broadcasting and is a regular guest on Fox
Business Network, CNBC and the BBC. Karen Snyder is Water
Practice Lead and a Director at Katz & Associates. She has been active in water
and wastewater utility public relations for almost 30 years, specializing in strategic
communication planning, construction relations, and crisis communication.
Maureen A. Stapleton

Maureen A. Stapleton has been General Manager of the San Diego County Water
Authority since 1996. She is past board chair for the Western Urban Water Coalition
and California Urban Water Agencies.
