With creativity and energy, Sue Mosburg
has provided exemplary leadership to CA-NV
AWWA and the California water community
for over 20 years. She is known statewide as
a thoughtful leader on water conservation.
Among many notable achievements, she was
instrumental in securing funds for a statewide
technical assistance program to rapidly ad-vance
utility knowledge of non-revenue wa-ter
and for widespread use of AWWA Water
Audit Software. As CA-NV AWWA chair, she
created the Section’s Water Loss Control Com-mittee
and helped launched the California
Water Loss Control Collaborative. In 2016, she
was named a member of the Urban Advisory
Group to aid California’s Department of Wa-ter
Resources on implementation of the gov-ernor’s
2015 Executive Order on continuing
water use efficiency and serves as its principal
expert on water loss control.
Sue tirelessly promotes joyful participation
in operator competitions. She continues
to support the Section’s first community
college student chapter and has attracted
many new people to leadership positions in
the organization.

THE AWWA GEORGE WARREN FULLER
Award, created in 1937 to honor Fuller for
his outstanding and immense contributions
to the profession and the water industry,
is presented each year to recognize distin-guished
service to the water supply industry
in commemoration of the sound engineering
skill, brilliant diplomatic talent, and con-structive
leadership that characterized Full-er’s
life. At the 2016 Annual Fall Conference,
CA-NV AWWA honored two individuals
who have carried on Fuller’s tradition of ser-vice
and dedication. They will be inducted at
AWWA’s 2017 Annual Conference and Exhi-bition
in Philadelphia, June 11-14, 2017.
Edgar Dymally, senior environmental
specialist at the Metropolitan Water District
of Southern California (MWD), has served
on the CA-NV AWWA Government Affairs
Committee since its inception and was its
second chair. He was instrumental in setting
up the Section’s effort at the very first AWWA
D.C. Fly-in in 2001, one of only two people
to schedule and attend all of the Capital Hill
appointments. He has participated in all but
one of the subsequent fly-ins and has worked
regularly with state and federal officials, cre-ating
effective long-term relationships for
AWWA and the Section.
In 1996, he accepted an executive fellow-ship
position and transferred to MWD’s Sac-ramento
office where he worked on various
regulatory issues, after which he returned to
the Water Quality Division to work on legis-lative/
regulatory activities associated with
water quality, developing legislative policy
principles for methyl tert-butyl ether, per-chlorate,
and source water protection. Edgar
Dymally is a shining example of the “brilliant
diplomatic talent” defined in the Fuller Award
citation. For over 25 years, he has used this tal-ent
to effectively advocate for water utilities at

Award is the highest award the Section
bestows. Created in 1949 to recognize
outstanding volunteer achievement, it
honors the man who helped establish the
Section in 1920 and who was the first chair,
1920–1922.
Joy Eldredge, water general manager in
the City of Napa’s Water Division, was hon-ored
for her leadership in developing guid-ance
and sample specifications for concrete
used in direct contact with potable water.
As part of that effort, Joy chaired CA-NV
AWWA’s Water Division ad hoc Committee
on Concrete Compliance with NSF/ANSI
61. The committee of water industry pro-fessionals,
consultants, and manufacturers
coordinated with the California Division of
Drinking Water and the California Construc-tion
and Industrial Materials Association to
develop compliance protocols. Joy has made
a significant and lasting contribution to the
water profession through her hard work and
dedication on this important issue. She has
also served as Trustee for the Section’s Op-erations
Division and is currently CA-NV
AWWA programs chair.
Craig Thompson was honored for his
dedication and many years of outstanding
service to CA-NV AWWA, especially as
chair of the Safe Drinking Water Act (SDWA)
Committee, including his thoroughness in
making Drips and Droplets a go-to item in
SOURCE magazine, the quality of SDWA
technical sessions at the Section’s annual
conferences, and the proactive activities of the
committee under his leadership. The Section
also appreciates his contributions as Water
Quality Division chair, trustee and his active
participation on numerous committees.
Craig’s knowledge and willingness to share
that knowledge in technical presentations
and other venues have been an asset to the
Section and the water community. S
